UK Visitor Levy Framework Raises Questions for the Business Events Sector

The UK Government’s new framework for an overnight visitor levy is prompting discussion across the travel, hospitality and business events industries.

The policy will give mayors and local leaders in England powers to introduce a charge on overnight accommodation. The government says the revenue could support local priorities such as transport, high streets, events, culture and other parts of the visitor economy. The levy is expected to be based on accommodation costs rather than a flat charge.

Industry bodies including the Business Travel Association (BTA), beam and the Meetings Industry Association (MIA) have raised concerns about how the measure could affect business travel and events. Their main focus is on the potential additional cost for conferences, exhibitions and large meetings, where organisers may need hundreds or thousands of overnight stays.

The groups also highlighted the importance of consistency and transparency. If different destinations introduce significantly different approaches, event organisers could face additional complexity when comparing locations.

At the same time, the industry response acknowledges that visitor levies can generate useful funding when revenue is reinvested into destinations and visitor infrastructure.

The debate now centres on how the levy will be implemented locally and how the money raised will be used.
